What is this hand tool for?

I picked this up recently at an estate sale, and I'm not sure what it is supposed to be for. The patent date is quite old. It looks to me like it was designed to cut electrical wire and crimp connections. Can anyone verify that?

Yup, as always, DATAMP is your friend, just put in the date, and guess from 20. The one that said pliers was easy

Before I came here I attempted to find the patent on the USPTO website by entering the patent date. But I couldn't find it. I never heard of DATAMP before. Thanks RTM!

Happy to help. DATAMP is a godsend for those who hate the USPTO site. Crowdsourced by volunteers, its only tools and tool machines, so much less chaff to wade thru.
