My wife and I once looked at buying a house and it too had one of these in the basement. There were also hooks in the beam just above it.
As it turns out the guy as a poacher and was doing time. The house was being sold by his wife. The story was, he would hang the carcass there.
We also found the guys gun stash that the wife new nothing about.
