Piston ring expander. Allows you to open up the ring to slide over the piston

Can somebody please describe a bit more in detail how the tool is used.

There isn't much more to explain from what mrholeshot said. It will open a piston ring enough to slide over the piston and into the grove without breaking the ring.

The ring is mounted on the tool then expanded and slipped over piston. Then ring is slipped off and into groove. Rings tend to twist if simply expanded at opening and not supported by a tool like this.
It is a common old design that probably originated in the U.S. as they were quite popular here under many brand names.

piston ring expander for installing piston rings
most of us 'spiral' the rings on but some rings can actuallt be damaged by doing it that way or you can 'scratch' the piston

close the tool, put the ring on it
squeese the tool to expand and put over the piston
slide ring off tool and into the piston ring

Nut-case... that first one looks like a tubing expander to me.
Second one some kind of seal driver set.
(just guessing)
