What is this?

I have seen this before but can't remember. Maybe a hydrant tool? There is no name or markings on it, by the way I found it in the street.

looks like a removable crank handle for old factory buildings with the crank-open dormer windows.

It is a handle for turning the grates and raking down the ashes on an old coal fired stove.

Don't think so. Seems like every one I've seen on a mill is square or hexagon.

There is one for sale on E-Pay that has a triangular hole but its only 9" long. Im pretty much just guessing at this point.
