The collar locks the tool closed.

Yep safety wire pliers but I have never seen duckbill safety wire pliers and it doesn't look like they have any cutters on them ?

Safety wire pliers. After you've run the safety wire through the bolt heads the wire needs to be secured.(Look up safety wiring on google). Take both ends of wire and place in jaws of pliers and lock jaws closed with collar. Pull on knob with twisted shaft (not holding onto pliers) pliers will spin and wire will twist.

how big are they as ive seen similar items used for orthodontics, for the wires used to join teeth to straighten them.

look too good for average lock wire pliers.

I'm wondering about this as well, as they appear to be made out of stainless to me (for sterilization in an autoclave).

Thinking of a same tool used in multiple industries type of thing.

For example, electronics and medicine share quite a few hand tools, particularly in the pliers and cutters category. Differences may be the medical versions are SS for sterilization, but otherwise made on the same tooling dies in the same factory.

I agree, these are not your average safety wire pliers. I'm curious on what application/field they were made for.

Lots of thoughtful engineering there, like the two blades that engage with the locking collar, so that when you start to tighten the wire, the pliers won't twist.....

Safety pliers like this have been around since when? WWII? Earlier?

It is interesting that they don't have cutters.
