The only thing that concerns me is the aerosol can arcing out somehow and exploding. Everything that needs to be is covered from the uv rays. The filler wont get that hot.

He's not holding the torch within the 15 deg. true to the part. With that much angle you start to draw in to much air. You get contamination and your weld is harder to make pretty. Looks like Stainless as well, would get even better if he purged the tubes from the inside.
The paper and spray can are a little close... ever press on the nozzle while welding. nearly shat myself.
