Looks like an alignment tool used to draw in and align a tapered pin joint.
You're thinking of a bull pin (the tapered end of a spud wrench). Yeah, it looks like it, but it is not. Anyway, one of those would never come with a wooden handle.

It is either 71711300 if it is 12" long or 71711350 if it is 14" long, or a model preceding them (because this one is missing the guard).
If you can get the rust off of it, you MIGHT be able to get it into a usable condition, but rusty and pitted, it isn't going to get your knives any sharper.
