Looks like an alignment tool used to draw in and align a tapered pin joint.

You're thinking of a bull pin (the tapered end of a spud wrench). Yeah, it looks like it, but it is not. Anyway, one of those would never come with a wooden handle.

F. **** is a well known German knife making company.

It is (or rather was) a sharpening steel. I do not think this, I know this.

edit: here you go:
http://www.****.de/en/tools-for-chefs-and-butchers/products/for-butchers-chefs-and-households

It is either 71711300 if it is 12" long or 71711350 if it is 14" long, or a model preceding them (because this one is missing the guard).

If you can get the rust off of it, you MIGHT be able to get it into a usable condition, but rusty and pitted, it isn't going to get your knives any sharper.

Twertsy: because it has a WOOD HANDLE, looks old, MADE IN GERMANY i would have bought it to if it was next to or in other tools i was buying. i thought it was a knife sharpening tool, but that was only a guess until RL gave us the 411.

Nice. Not quite "you ****", but nice.
I'd try to derust it and see how much pitting is in there. If it's not too pitted, it should sharpen knives well. F. **** uses a REALLY good steel in their knives (I hold them equal to any of the best Germany makers, even if Wusthof is better known).
