There are some on my street only 12',,,they are hidden in the winter and most have the scars, markers on the ends of culverts would help. I'd go the full 20'

As the OP noted, we are surrounded by the "Penny Wise and Pound Foolish" . Hopefully they will get it better, next time around.
The neighbor came up to me the other day and said we're extending the culvert out 12ft and we want to split the cost. I'm like awesome, how much is my part? $160 Done! That sounded a bit too cheap to me but we will see what comes of it.

We share the road. It's a private dirt road.

We have a fairly deep ditch at the end of our driveway (3-4' roughly) and the existing driveway and culvert at the end was always more or less adequate. It was probably there for 20 years before we moved in and then we have been there about 45 years. However, we obtained a 5th wheel trailer and decided the only place it could be parked was behind a line of trees parallel with the road late in 2016. Since this requires basically two 90 degree turns or a large arc, after we left on our 2nd long jaunt around the country in 2018 we contacted a dirt worker that had stopped by and looked at the situation previously and when we returned he had extended the culvert and the driveway width at the end by at least 10 feet or more. What a world of difference that makes. I'm thinking of adding an additional driveway another 100' up the road to access a different section of my lot and if the town will allow it I plan on going 35-40' wide at the end to allow access in two different driveway directions.

People are cheap? Mine's about 20 feet wide.
I think this is only part of it.
Most don't know any better, and go with what the contractor advises.
The wife wants the fancy kitchen, so the budget gets put there and not the larger culverts.
I do know, one of my friends , had to go with what the HOA allowed.
Me, I would never buy or build in an HOA. but he did and what he wanted was not approved by the HOA.

When I built my new home, I told the contractor doing the road entrance and driveway that I wanted a 30' culvert installed so I could get trailers in and out easily. On my narrow county road, it makes all the difference.
