Does it have wire leads hanging out, or terminals you need to connect to? If it runs on 120vac, I suspect all you need to do is connect up a hot, neutral and ground - there's a timer built in, so once it's powered up it should automatically open and close, based on how you set the timer.
Looking at similar timers online, the seconds knob controls how long it purges, and the minute knob controls the delay time in between purge cycles, so it will purge for ** seconds every ** minutes.
