Ok, the 800kg version should have been also available via Vevor. It ticks the box not spooling cable and pull and push without letting the cable go. I use one for wood, pulling stumps etc.
These are fererred to as a GripHoist or by the original French name Tirfor in the US. They have been suggested previously in this thread because, as you stated, they are truly bidirectional, and don't spool the cable. I have also used them for almost exactly what the OP is proposing, but I will admit minding the steel cable is not convenient, and they are a little heavy.

For some reason it looks like the little 1/4 lever hoists tend to come with shorter chains. There are longer available, but they're more expensive. This is about the cheapest I've seen a 15 footer.
