I'm going to take a stab in the dark and say that is cast metal. It's not that you can't weld to it, you will need specific sticks to do so. I'm sure some experts will chime in here soon enough.
You're correct. When welding cast, I will need to prepare it and slow down the cooling time with a rosebud torch. I've welded an exhaust manifold about 25 years ago. The metal was extra dirty. I figure that there are newer rods available. Besides, the good thing is that I'm not welding something that need to be sealed.

He's got some nice Parkers in there and i think i even spy a stake anvil for shaping metal pinched in the second vise. See if he wants to trade them for something smaller that he might use more often. Nobody wants some big, bulky vise sucking up all of the workbench space
the Yost website says this vise weighs in @ 118# i belive every bit of it its 13in tall 6in wide jaws and from the back of the dynamic jaw to front of handle it is 24-3/4 in and seems to be in pretty good shape nothing is broke and everything turns freely,i need to inspect further the jaws are serrated and pretty smoothed out also but look like they are part of the vise i cannot find no pins,screws,seams or anything kind of different.
