I just purchased this beautiful drill press. All complete with light. It has a lot of run out that I need to figure out how to fix.

I’m kind of puzzled at what this may be. It was in a box lot auction I paid $20 for. I was thinking anodizer or chemical etching? Maybe for plating? Heck, I dunno. Thanks for any help fellas!
