Maybe take the barbed fitting to a hydraulic hose shop. They should have a method to determine what type of fitting the threads are. They might not be able to supply the fitting you need, but they might be able to identify what the threads are for the regulator.

I'd get 2 more quotes from different companies. Be sure to define what you want so they each bid for the same materials. I read your post as installing into existing well. If so, I think the quote is high for anywhere in the US.

Unless you can bend a lip on the plate, I'd use two pieces of angle. I think that would be cheeper, lighter and stronger.
