yes you should put down a sill plate. I did an open in on my previous garage and it was a pain to get in if something is behind the door.

check some other sources on that torque spec . that seems very high to start with. Lube makes it worse

My Father inlaw has one that is similar. you turn the handle one way to go up and the other way to pump it down.

Walrus is correct. No disconnecting means on the neutral (grounded conductor) is allowed in the code book except for fuel pumps at gas stations.
