For the record. I bought a saw out of the back of a truck one day that was missing all sorts including the reunions and the table. I ended up making the trunions out of some good hardwood and the table out of some 1 inch thick melamine. Works for me.
Definitely repair the underground cable. Underground repairs happen every day of every year. Unless there are underlying issues it's a waste of money to dig a whole new cable.
Do you want a real life test. Go get a 40w incandescent bulb and put it between the measured wires. 40v should be enough for it to glow. Spoiler alert......it won't.
My understanding of bonding/grounding of receptacles in Canada was first applied to kitchen plugs. They had to be grounded but nothing else.
I don't recall if I have ever seen a unbonded stove plug in Canada. Typically I don't see much before WW2 so that could be the reason.

I use these every day to cut anything from cat3 to 10/2 nmd to fixture wire . My current pair is a number of years old and still working well. I usually lose them before I wear them out.
