    If you don't have scrap steel around for this you could also use 2 x 4 wood (on edge) around the outside of the legs. Bolt the wood to the legs and screww the plywood to the 2 x 4's. I like to weld when I can but sometimes wood is a good (and cheaper) alternative. Strong and cheap. KongBastard
