I'd avoid that. There's a big gap on either side of the pulley and the rope gets easily jammed between the pulley and bracket. Then you have to climb up on a ladder to get it unjammed. You could substitute thicker rope, but then you'd have to modify the mechanism that locks the rope in place.
The HF one doesn't have metric mandrels (plus it breaks if you use steel rivnuts instead of the aluminum ones it comes with).

I used one of these to ream out the steel seat tube on a bicycle so that a seatpost would fit. Granted, I didn't have to remove much material, but it worked fine. I suspect long-term durability is where these would fail.

I don't know of any cone wrenches that come in 10 mm. They're usually 13 mm and up. However, Park Tool does make some 10 mm wrenches for working on thin brake nuts:
