    Not without difficulty I long ago extended the handles on my 35 year old edger. Had to buy choke cable housing which was sold in bulk by the local hardware. Extended the throttle linkage, made the handles longer, any more would require major rebuild. So, I edge as infrequently as possible.

    202 are very common, standard bearings.

    202 bearings come in metric and standard sizes. Metric, 22 mm. Standard, 5/8" . These are 5/8" Knurl the shaft, more is better, drive the bearings on. If they are open bearings, I would replace with shielded bearings. Jus' me.

    If you use a center punch to raise dimples on the shaft where it fits inside the bearing, you can tighten up the fit. An old motorman's trick. He called it "knurling". It is, in a primitive form. It works.

    If all you get is what's in the pictures, you'll wind up spending a fair amount of money for tooling. Never mind having to come up with a motor (and pulley and belt??). I'd pass. And, without a set of change gears, you can't cut threads, a common purpose for a lathe.
