Not so, many times there is as little as 6 - 8" of cover over the fields. There should really be no heavy traffic driven over them at all ( I'm not talking about riding mowers ).

Well then it sounds like you need to bring in some fill. Either do what was mentioned above with a retaining wall or fill 10' or so beyond the building and then slope down to existing grade.

You should have leveled the area before installing the poles. This is standard practice and the inspector would not have said anything.
