If that valve won't close on it's own then yes I would get it replaced. Those valves I believe are spring loaded and rated for a few pounds over the factory max pressure setting to keep it from getting to a catastrophic pressure level. Once it falls back within limits it should close on it's own.

Since the KRL1022 by it's self goes for almost double the asking price for the combo new, I would be asking myself, why am I asking if this is a good price when I should be on my way back from picking this up by now and setting it in my garage. Go get it!
