A while ago at a garage sale, there was a Dremel drill press for $3.00, and seperately there was a Dremel for $5.00. I debated spending $8.00 for the pair, but decided to pass.
I would put a layer of block down, it will keep the bottom plate dry, as well as keep the siding out of the grass. Every few feet, you can fill a core with cement and put in an anchor bolt, to bolt down the bottom plate.
Many mowers have a fine screen in the gas tank where the fuel outlet is. Maybe the screen is partially plugged, causing a lean condition under load. Empty the tank, and sometimes you can see the screen, blow backwards through it to clear.
The shop where I used to work had an oil filter crusher. It was like a heavy duty can crusher. It would crush a filter down to about 1" tall, and most of the oil would squeeze out. Afterwards they would be tossed into the scrap steel pile.
I think those loops in the rubber line may cause some problems. Water could collect in them, and when the water builds up enough to block the air, it could all blow through in a big blast of water.
