    I recommend two things to minimize distortion first make the patch round if possible square corners tend to buckle and TIG weld the patch in with silicon bronze rod. I've done this many times with good results/

    Will a small plate shear do what I want it to do?

    A stomp shear is the right tool for that job. Using the small power shear in my old shop I could make 500 of those in less than an hour. Might be worth having someone cut the blanks for you. Another option might be a bandsaw and a belt sander.

    I would grind the studs flat drill a through hole and use a bolt an a nut. Can't really see if there is room for that from the pictures.

    How should I fix this?

    The first and most important thing is to stop drill the ends of the crack. 1/8" is fine. It's inportant to know what material the rack is made of if it's chrome molly a different welding method would be required. If it's mild steel brazing would be a good way to do it.

    POR 15 causes a chemical reaction with rust to form a compound that is black and hard that is not resistant to uv light and must be top coated.     Spot welding requires high current it could be more than the output of your tig welder. My Dayton spot welder puts out 3,000 amps on the weld side.     I want to add a table lift to my hydraulic press, will you post a picture of the rest of the mechanism? I'm curious about what keeps the cable from free wheeling. I'm thinking about using a boat winch because there cheap and have a built in ratcheting mechanism.
