    I would also wonder why it is wet. Are we talking a surface water table issue, or runoff after a storm? I would be concerned about lowering the water table if you can do so legally if it is due to that. One of the reasons for drainage ditches and canals.

    considering it is aluminum, I would start by tightening the lugs and make sure the proper paste was used. If that doesn't work then the low side is probably leaking to ground. Ask the POCO if they have equipment that may locate the leak. Example of a leak detector company...
