    I'm guessing economics... Most people don't have 20 amp receptacles - NEMA 5-20P. To sell the same cord to more customers they use the standard 15 amp plug/receptacle - NEMA 5-15.

    It's unlikely the inspector will let you pull a permit. MA is very strict. I found an electrician that would let me pull the wires and make up connections. He did the service panel upgrade and took care of the permit/inspection.

    Think cold beer. The dew that forms outside the bottle is because the moisture in the air condenses on the cold bottle. That's what you have happening. Is there a vapor barrier in place? I don't think the roof will rot more likely the ceiling will get moldy.

    The high hats are cool and the warm moist air in your closet is condensing on them. Yes, there is a problem. You'll have mold growing at some point. Ventilation can help. Are the current high hats "insulation contact" rated? If so, insulate around them better.

    Is the current wiring 3 wire plus ground? If not, you'll have to redo the entire run to meet current code. You can't extend an ungrounded circuit. Check with your AHJ.

    It depends on the coax. If it's RG-59 dump it. It's not good for anything but OTA tv/fm and it's not great at that. RG-6 quad shield, that's a keeper.

    Funny you mention duracells. It seems like they are the only batteries that I've ever had that leaked. Sometime it happens in just a few months.

    Dimmers on a 3/4 way circuit

    With a standard 3 way dimmer, you can only dim/brighten the lights from one location. The other switches will only turn the lights on or off - but, they will be at the intensity level set by the dimmer. There are "remote" dimmers that you can adjust the brightness level from multiple locations.

    It's code compliant too. As long as there is more than a single receptacle, that counts as two, you're fine to use a 15 amp receptacle on a 20 amp circuit. You won't find many tools/appliances with a 20 amp cord set.

    You don't need the ground. The emt is acceptable as a ground for that distance.
