Yep my ‘03 Jetta had the same kind of bolts, hammer and chisel works a treat. I replaced them with button head cap screws, in case I ever need to take it apart again.

We use a lot of Knipex at work and they hold up extremely well to all sorts of abuse. And I don’t think I’ve seen them actually rust except if you don’t clean them after a couple of days working in pig barns, and even then a wipe-down with WD40 or something cleans them right back up.

I think they usually put the headliners in before the windshield is installed.

Wetsanding and clear coat should do the trick. You can just polish them but it won’t last because the UV protective layer is gone, hence the need for clear coat.
