I did replace the slides on a old Kennedy with ballbearing slides from HD worked out great. Other than that maybe a piece of 1/4 plywood in the drawer to help it from sagging.

I may be wrong but I believe you have a older model the newer ones have tops that lift on both sides and the lock is in the front instead of the right side slide. I believe the drawers can be removed and made in to bench top box. Btw I have one and love it just wish it had the flip ups on...

No you cannot weld a bearing the races are hardened if you weld them they will anneal/warp and will wear very quick.
