I don't know how some "contractors" get away with work like that and are still paid. That **** would be jack hammered out and re-poured and I would not pay the contractor a penny until it was done correctly.

I went PEI 5 on my garage porcelain tile and though not cheap, it has been a beautiful floor with no problems at all. Lots to consider when laying a garage floor. I went with 12x12 tiles on a straight lay pattern.

I would power wash it, degrease it and then go at it with a DA and get it smoothed out. Then degrease it again and prime and the scuff lightly and spray color after taping off all of the seals and sensitive areas.
