Well you should make a stout bracket joining both legs on your end of choice. This should alleviate most of your concern of table breakage. Someone visiting or future owner may not share your delicate touch with your vise/table. A receiver mount would be an ideal choice here. Just a thought! Harry

You can clean out the cement truck on a tarp, a piece of plywood, a kiddie pool, a mortar box, even a large garbage pail, etc. The tarp/plywood is easiest just make sure you take a shovel and "cut" the concrete before it cures, that will allow you to break it up afterwords into "bite sized"...

You could remove the "flash" [raised weld seam"] from inside your outer tube. There was a link here on GJ to a U-tube video of a "DIY" tooling looks pretty easy depending on your length of tube. I keep that plan in mind for future builds that require tubing not available in "flash removed"...
