    Best way to refinish a this pull handle.

    It looks more like “pitting” than “peeling” to me. Am I looking right at your images? Alternatively to grinding and more material removal, you might consider a tiny bit of body filler/Bondo over the pitting, with sanding to get a smooth surface for repainting.
