Well it worked! I checked caps again and a second 4.7uF cap seemed bad so replaced that one too. I used a 10 uF as that was all I had. Had a bit of trouble getting the small cap soldered to one of the pads. Tried flux and scratching it with a small (micro) grinding pen but no luck. So...

Can you buy a second remote, hardwire the fan bypassing switches if necessary (use a wire nut in box to make ceiling constant 12v if its not hot already) and put remote at top and bottom of stairs for light control. No idea if this would pass inspection or not.
