    Still not clear what OP's question is. The j-box looks like it's wired properly and is just a j-box, providing a place to splice the SO cord from the heater to the red cable providing power. Nothing related to a T-stat in this setup and nothing out of the ordinary in terms of configuration.

    Looks like a standard "ice cube" relay, made by dozens of manufacturers. Just match the specs (24VAC coil, DPDT and same HP ratings) and you can source one from numerous vendors/manufacturers. We use IDEC RH2B's, but you could use Omron, Eaton, Schneider, ABB, Allen Bradley, etc, etc, etc.

    Arc fault is not required in a detached garage and unless that 240v breaker is feeding a hot tub it's not required to be GFCI either. Unless your municipality has additional rules beyond NEC, these are not required.

    By code, neutrals can be identified by white or gray marking, which means adding white tape to a gray wire is redundant and unnecessary EDIT: and per mm's comment in post 10, which corrects me, it actually is not legal, so you shouldn't tape them. Thank you for reminding me of that.

    Last code cycle they added a requirement that all switch boxes need a neutral pulled to them, so the way you showed using a switch leg is no longer allowed by code.
