    This sounds right to me. The fact that you find puddles even when it's not raining makes me think it's more of a condensation problem than drainage.     Here's how I'd do it: remove all grease and grime with soapy water soda blasting would restore the original finish. Depending on what finish you're looking for, you can polish it with wheel polish.

    You are right, I didn't give any info on it. It's a Stelpro Dragon, 5000W ceiling fan heater. It has a heating element wrapped around a fan that recirculates the warm air near the ceiling through the room. It's expensive, but it's well worth the price...
