    A Sylvania panel to me usually means Zinsco breakers. A photo of the actual breakers would be helpful. (Either that or a call to a competent electrician)

    If you have room in the panel, just install another breaker. At only 2' from the panel, just ignore (or use) the welder outlet. Buy a 30A breaker and #10 wire. Install a 6-30 (30A/250V) outlet.

    Just turn the main breaker off if you can't figure out what circuit it's on. There's absolutely no reason to do it while it's energized.
