    OSB is flammable. If the finish is OSB and flush mounted (behind the wall) the box needs to be flush with or extend beyond the OSB.

    I can't speak for anything North of Santa Barbara, or trades other than electricians, but all of the jurisdictions South of that go by that rule.

    Any work over $1K needs to be permitted. You need to show your license to get a permit. Of course they won't cover non-permitted work.

    He was an employee of the maintenance dept. where I was called every time an EC was required. He limited his work to carpentry, painting, hanging mirrors,etc. He didn't do electrical. The only plumbing he would tackle was an occasional faucet replacement or toilet repair.
