    What about installing 2x bracing between the rafter tails behind the fascia as a sub fascia so that you could nail the 1x6 fascia more. Maybe add construction adhesive before installing the bracing.

    My suggestion would be to take the piece of wood that you have marked in red to a table saw and rip it at an angle to make it the ramp. andything wider is going to stick out from under the door and make a trip hazard.

    I'd have to go with the engineer on this one. You heat loss is going to be mostly from the heat rising out of the concrete. I can't see that there would be much benefit to the insulation on the side, besides that, it would be more prone to damage than standard expansion joint material.
