Many of the really old school small bench lathes offered grinding attachments. Could be one of those, less the drill chuck. Either way, it's cool. I agree with using it as a paperweight.

Looks like a standard 6' catalog type Maple top industrial bench. Lyon and Equipto both used to paint their stuff, bench frames, lockers, cabinets, etc., green back in the old days.

When I had to measure "lash caps", I used a drop style dial indicator & magnetic base on a cast iron surface plate. Use a flat tip that fits in the bucket. Zero the indicator to the surface plate, raise the tip, and let it rest inside the bucket.
