The panel is on an interior wall. I have easy access to the top plate of the wall from the attic. The panel is a sub panel, the main panel is a combo meter and main panel on the outside of the house. I will kill the main breaker on the main panel when I work in this panel.

I've oiled fan motors before and gotten several more years use out of them. I didn't take them apart, just dribble oil down the shaft.

I agree building a box around it should help with pulling air from the garage rather than the attic. I would also put a light in the garage by the entry door on the same switch as the fan - fan on light on, will make it harder to forget to shut it off.
