We do not have price checkers either. One of my stores doesn't even have a clearance section. There's some random "deals" through the building but on the shelves where the items belong. Most stores around me do have a picked over clearance cap or 2.

I am an electrical contractor in Chicago and have never seen that. We don't do much residential, but usually the inspector only wants the city side of the service bonded and usually the meter jumped. Since it's not an NEC code, that is probably why I have never seen it done around here.
