+1 on bats. They are effective, easy DIY and go in quickly. For cutting the 24" bats in half to get your 12", use a serrated bread knife and make a jig with plywood so you dont have to measure each one. You will be surprised how fast it goes.

Yes, the hose has to be disconnected from the tap, even with the frost-free spigots. They must be able to drain downstream from the valve to prevent freeze damage.

For me, that is something I would add to the project list when its warmer. Frost free valves and shutoffs. Sure it hasnt frozen in 60 years (or at least enough for the PO to change it), but I think its rolling the dice in colder climates...

I would look at radiant floor heating. likely not as efficient as planning it in slab with insulation, and with it being a partial area. But, should be one of the safer options available.

Yeah this was not an acceptable solution when the techs did it late last winter as a last ditch effort. They said they would come back and install 3" and terminate it past the deck, like it originally was. My fault for not keeping up on it and getting them back out to finish it.

Depending on the size of your garage and how well its insulated, you may get away with less wattage. I have 3 baseboards in my garage totalling 3250 watts, which is perfect for my ~500 sqft in the dead of winter.
