Is this brand any good? Got these years ago in a machinist box, and finally need to use one of the bigger ones. Was this a manufacturer or rebrand? I need to remove an Allen head set screw that's wallowed out. Regular low grade material, not the hard black machine screw type.

Locking ring from a bench vise. Someone didn't see the need to simply go get a carriage bolt so they did this. The white is just from my propane torch. If I take it to a welding shop will a torch do a clean job of simply melting this off?
