I would like to coat my stem wall when I do my floors with polyurea but I was wondering if I should fill in the holes on top and if there is anything recommended to use to fill in the holes that is fairly in expensive?

I have this crack filler (not sure what its called). It is all the way around my garage floor where the concrete meets the walls. What should I do before I do epoxy etc. Should I try and grind/cut it out then fill it with crack sealer? Let me know if anyone else has had to deal with this or has...
