Has anyone seen a surface mount "can" fixture? I've seen them years ago but have been searching for them with no luck except large commerical applications.

i am just finishing a 21 x 27 x 13 high garage addition. the electrical plan calls for 9 - 4 ft fixtures (two bulb). does this seem like overkill or adequate? they will be double switched (3 and 6). any thoughs on how to calculate the proper amount of fixtures, etc.? thanks for any help.
