I got it at Lowes and thought it was great. Perfect for cutting tall baseboards.

This is for my cousin's basement floor in his house. Will a 3M pad, the brown one, work to rough up a bare concrete floor so he can paint it? He's using a commercial buffer. Or does he need something more agressive likes sandpaper?
