Just to clarify, we are talking about the junction box here not the service panel. Yes, I believe this is acceptable but I am not an electrician by trade. I'm sure Charles will weigh in on this at some point and he knows code requirements much better than I.

+1 on the vapor barrier. Since you have not poured the slab yet you may want to consider going with a colored concrete mix and then use a quality sealer after it has set up.
