I don't think any cable cutters will cut steel? I haven't seen any that will.
There are lots of them out there for just this side of forever.
Most of the newer ones are hydraulic. I've got one of the "manual" ones that'll zip thru 1-1/4 wire rope with just a couple of blows or so. It'll cut 3/4" like it was nothing if you hit it square with just one blow. Clean straight cuts too. A lot better than a torch.
My father bought it in the 1950's. I sharpened the blade in it maybe twenty years ago. With just one moving part, they're pretty reliable.
