Is there a socket for this motor thru-bolt head?

can't help with your question, but if you're wanting to remove it , I would try hammering on a 6 or 12 point socket, or cut the shaft and replace the bolt .
or if you can , grab the shaft with vice grips to loosen it

I'd think an impact would zip a nut off no problem, and if it spins a small open end wrench ought to hold that tab...

Regular wrenches nowadays are usually proportioned for hex head fasteners, so the jaws would be too short for that fastener.
This is sort of the use case for vise grips, maybe with a couple shims to prevent marring of the faster, if that matters.

It's a bolt on a washer motor, not like some high torque application. I'd bet a 10mm or similar wrench will hold that just fine while he zips the nut off

Regular square fasteners will not seat in many open end wrenches nowadays, because the open ends are proportioned for hex fasteners.
That fastener head is longer and narrower than a square headed fastener.
Whether the torque would be high enough to cause an issue for an open end wrench, probably depends on the wrench, and the wrench design.
That fastener head is designed for a wrench that looks like the one skinny open end from this GJ thread.
What is this wrench for?
Got this in an auction lot. AB Sullivan Machinery Company. Based on the company history from Google, I suspect it’s for some type of air compressor, or other drilling or mining machinery.

Find a 6 point socket that just fits over the long dimension of the bolt head - metric or imperial .
Cut some finishing nails to fill the voids in the socket. Use caulk, silly putty or play dough to hold the nails in relative position while putting socket on the bolt head.

heat a socket red hot , smash it on . maybe reheat a few times . let it cool . socket that fits

I would personally cut a slot in a hex key or round bar stock and be done with it.
Or if I was feeling frisky, perhaps try my two prong one way screw remover screwdrivers.

PH3 bolt head, grind the slot to fit. Double nut the other end so it's hex drive.
I'd try to make a custom socket using a sacrificial hex or double-hex socket that's close in size (large enough to fit completely over the head of the bolt) and some steel reinforced epoxy such as JB Weld or an epoxy stick such as Marine Tex. Spray head of bolt and surrounding motor housing with some PTFE dry lube or use Carnauba wax as a release agent. Pack the socket with epoxy and carefully press it onto the bolt head and wipe off any excess with acetone. Let epoxy to partially set up then carefully pull it off bolt head. Allow to fully cure before using.

If you have a cheap socket smaller than the widest dimension of the flats of the bolt head grind a slot in it to fit. Just don’t tell @BlakeTheCarGuy about modifying that socket. 
Yes believe they come in either 5mm x 8mm or 6mm x 8mm, which is apparently too large. Here's another style.

Pipe plug socket either four-sided or eight sided will work if you have the right size one, I've had to do that before..
