Running Wire from outside (sub-Panel) mounted to stucco to inside garage, how to do it by code?

I asked the seller again about this wire and his response was clear, no bare copper. Either he is clueless or this might be a first i've seen this in a 8/3. If it has the 4th conductor I'm shipping it back on his dime and going with 8/2 which is what I wanted anyway or the THHN/THWN like the last install in my picture where I have it mounted outside.

I've looked and have not found anything. I'm also having trouble finding long threaded rigid conduit too.

5 months late for this, but if you look close at the stub coming out of the reel you can see a solid ground.

As already said late, but if a long ****** is desired there is always running thread, comes in all trade sizes of pipe although it is not cheap it can make things easier. It will not be found at a big box store.
