A plate is within the possibilities if you can find a lasercutter and have the ability to design a new plate in a CAD program that can output a .dxf or .dwg file.
Sendcut send can do up to 1/2", Alro steel can do up to 1" thickness.
I had one made for my shop at work in similar fashion...a larger dia plate had been adapted and it didn't work at all, was tippy, fell on the floor, etc.
Along those lines a laser-cut ship's wheel is entirely possible if a person is willing to blend all of the sharp corners on the handles and able to machine the center hole on a lathe.
