Here was the biggest issue that needed to be addressed. For some reason this leg had been modified by someone. The stringer spanning between the legs had been taken from its normal position parallel to the floor and welded at an angle.
Beats me.

I took a pneumatic die grinder with a stone and ground on the welds.

I also used a pneumatic cutoff tool to cut some of the weld.

Eventually I freed the stringer from the one side and pulled it into position with a pipe clamp. With the stringer back where it should be, I welded it to the leg.
